Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
This event, in its 7th year, grows from strength to strength. The 2016 edition included model controlled boats (the OA had to limit the entry at 52) and on-the-water judging using Addendum E.
Addendum E allowed Judges to issue penalties under the 'whistle system' even without a protest. Some 20 penalties were issued with the most numerous being for rule 31 infringements.
There is a philosophical question to answer here; if the aim is to improve rules compliance should on-the-water judging be the answer? In many cases the competitors simply waited for the judges to issue the penalty even though it was pretty clear in some incidents who was at fault. So possibly a modified version of Addendum E should be considered were the judges will only issue penalties if the requirements of rule 60.3 (a)(1) are met otherwise its up to the competitors to lodge valid protests.
The range of ability of the competitors was very wide with novice racers at one end of the scale through to professional sailing teams at the other. The jury had the flex their approach both on and off the water to accommodate the needs of all competitors.
Most of the boats used in the event were chartered and there were issues regarding equipment and differences, especially for the sails (one class had boats from two different charter fleets which had significantly different types of sails). The OA should consider having a set of Rules for Handling Boats similar to those used in the ISAF Standard Match Race Sailing Instructions to help resolve some of the issues.
Other items that could be introduced;
- a rule to govern the use of bowsprits (similar to the one used in MR events using asymmetric spinnaker boats)
- the use of standard DPI for non-speed related equipment infringements
- consider the use of the 'Whiskey' flag system to provide a finishing place to competitors well behind the main fleet to allow for quicker turnaround of races
- add rules to govern the use of cameras as many boats had added them.
