Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
We had only 4 protests in this event and 3 out of 4 protests came from the juries on the water. It is new IODA Policy for their juries to observe breaches of other rules, not just Rules 42 on the water. The purpose is to provide Rules educations to Optimist sailors. Those 3 protests from the juries were their penalty turns not done correctly or the delay doing the penalty turns. The end results were one DNE and two DSQ.
The PRO has given a 2-days Race Management clinic to local staffs before the event so on-the-water job was done smoothly. The wind was 15-20 knots for all 5 racing days so they have finished all races scheduled. The local host has done an excellent job providing food and all on-shore arrangements.
