Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
Appendix P in effect for all classes, two boats received a second flag, one boat received a third and failed to sail off the course and was scored DNE for all races.
Four protest were arbitrated,3 were successfully arbitrated.
The radial fleet seemed to have trouble following the courses posted for their starts, in Race 1 all but three boats were DSQd and in race 2 6 were DSQd.

Several days was very windy where Jury were doing safety duties.
Five amendments to the sailing instructions.

Race management was at times appeared to be short handed.

There were issues with scoring,sailwave was used and scores were in doubt to the final day.
