There was an unfortunate accident between races 3 and 4 on the penultimate day when a boat, supplied by one of the organising clubs and driven by the club?s commodore who had been asked by the organising authority to take press photographers out, collided with the boat which was then leading the standings causing so much damage to the mast and running rigging that the boat was unable to start the 4th race. The boat was not marked as an ?Official Boat? in any way nor had it been registered as a support boat (which term included press, private and spectator boats) as required by the Sailing Instructions. The skipper of the damaged Dragon asked the Race Committee if he could transfer his sails to a different Dragon which was competing in the event with the intention of sailing the 4th race in this other boat. The Race Committee gave this permission and the Jury subsequently awarded the damaged boat average points for races 1, 2 and 3 acting under RRS 62.1(a). Subsequently the Jury learnt that there were many comments on social media to the effect that the boat with the photographers on board was, in fact, a support boat for the damaged Dragon and there was photographic evidence to support this allegation. The hearing was re-opened to investigate this and the evidence presented to the Jury was conclusive that the boat with the photographers was not a support boat for the damaged Dragon, and indeed had neither contact with nor offered any sort of support to the Dragon on the previous days or on the day in question. No photographic to the contrary was produced. A further protest was lodged by a competitor on the grounds that the replacement boat?s measurement certificate had been invalidated as the sails used in race 4 were not in accordance with the boat?s registered hull number. The Jury agreed with this but, as the Race Officer had granted permission for this substitution of equipment, there was no reason to change the original redress decision. Immediately after the jury had reached this decision and informed the parties involved the Class Chairman stormed into the jury room complaining about the decision and advising the jury members he would be reporting his dis-satisfaction with their actions to World Sailing. The Dragon to which the Jury had granted redress finished third in the regatta and the crew were booed at the prize giving ceremony.

Hornbaek was a good venue for this event. There was open water ? albeit with some strong currents and some restriction on the racing area due to commercial shipping lanes. Social arrangements were excellent as was the jury room but one of the jury boats was not suitable for the sea conditions. The Race Officer did a first class job in managing to get the scheduled six races completed in spite of losing two days to, firstly, too much wind and, secondly, too little. This meant that on the final two scheduled days it was necessary to have two races on each day.
