The Maxi 72 WC was an event held within the Maxi Yacht Rolex Cup. The NoR
and SIs stated 'Cleaning in the water is NOT permitted inside the harbour.'
Although this rule has been in place for previous MYRC for several years, it
has not previously been enforced. There is a governmental regulation
prohibiting diving in the harbour and laws prohibiting cleaning of the
underwater surfaces of vessels outside the harbour in the waters of the
national park. Prior to the event, the Italian Coast Guard met with the
organizers on this subject, to make sure that the local laws were followed.
Most or all the Maxi 72 entries do not have anti-fouling bottom paint and
rely on regular in-water cleaning of the hulls. One Maxi 72 approached the
OA to determine where the 'no cleaning' boundary extended. Several of the
Maxi 72 entries moved out of the Porto Cervo harbor and stayed in Portisco,
about 8 NM south of the event. This put pressure on a class rule that
required the racing sails to be on board the boat when it leaves the dock
for the first time each day. The boats that left Portisco each day had to
comply with the class rule. No protests for hull cleaning or sails inventory
were filed.
One boat protested another boat for sailing with a spinnaker set as a code
zero, claiming that the sail did not comply with the 75% mid-girth rule. The
jury ordered that the sail be checked for compliance by the measurement
committee. The measurement committee reported that the mid-girth measurement
(SHW to SFL ratio) was exactly 75% but also stated "that an interpretation of
the ERS is needed to confirm the compliance of this sail." Based on
photographs of the boat during the race, the IRC representative stated that
the boat was most likely out of compliance with her certificate, but more
measurements would have to be made to determine the amount of change of her
TCC. Since neither the measurement committee nor the IRC rating office could
unconditionally state that the sail or boat were out of compliance, the jury
dismissed the protest. An IRC review was underway as the jury left the
venue.
