Racing was umpired under IRSA Addendum Q which modifies Addendum Q for radio controlled sailing. Work continues on improving and standardising umpire techniques and positioning. Once again, judges worked in a pair with a competitor/observer. The observers knowledge of radio sailing and their understanding of the situation on the water proved, yet again, of great value to the umpires.
An accelerated protest procedure was used. Protests were not written by competitors. They reported to a judge who took note of the incident being protested. Before a hearing all parties were informed of the incident under protest and of any umpire or observer reports. Parties were then given the choice of retiring (in radio sailing the penalty for retiring is much less than DSQ) or proceeding to a hearing. The procedure adapts the system used in team and match racing and is intended to produce a rapid decision whilst protecting the rights of all parties to a fair hearing. Judges need a firm grasp of the principles of protest procedure. There were no requests for a reopening before a full panel.
Competitors expressed disquiet because that there were too many infringements by boats arriving at the windward mark on port tack. Following extensive consultation the penalty for any infringement by a boat that was, or had been, on port tack in the windward mark zone was doubled (2 turns at time of incident, 4 turns if umpire given). The number of such incidents reduced considerably. Only one 4 turn penalty was given.
A major concern was the time taken for competitors to take voluntary of umpire given penalties. During this time the judge or observer had to follow the boat to ensure that the penalty was taken. - IRLGD4
