Good sailing conditions most days, though one day was excessive breeze for most boats. RC handled the courses and safety issues well.
Two 2.4mR boats entered in the Para World Championships had not entered the preceding Kieler Woche Part 1 regatta for the 2.4mR class. Their racing was to begin the day after Race 10 of the Kieler Woche Part 1 series. During race 10 of the Kieler Woche Part 1, both boats (encouraged by their coach) started (as a practice race) 30 seconds after the starting signal, sailed the posted course, three times around a wind-ward-leeward course, and sailed off the course just before the finishing line. During the race, one of the non-racing (practicing) boats had a collision with damage to a 2.4mR racing boat who was entered and racing in the Kieler Woche Part 1. The Race Committee protested both of the non-racing (practicing) boats, and the damaged racing 2.4mR boat protested the non-racing (practicing) boat who caused her damage.
An international jury composed of members from each event (Kieler Woche Part 1 & Para World Championships) heard the protests. They found that that the practicing boat who caused damage broke RRS 24.1 and disqualified her from the first race in her series which would begin the following day. Because the Para World championship event had begun the day prior, a penalty could be applied and the International Jury applied the penalty to the race closest in time to the infraction. The protest against the other practicing boat was dismissed as it could not be proven that she caused interference.
In addition, the International Jury referred the matter involving both practicing boats and their coach to the investigator for World Sailing, as required for the Para Worlds under Regulation 35. The investigator recommended no further action.
