Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The event had a wide range of conditions from very light to 20+ knots with very steep waves generated due to shallow water. Fleet was divided into 3 divisions with Gold, Silver and Red for last two days. 10 races were run over 6 days (5 qualifying and 5 finals). Safety was paramount with all competitors being escorted through the commercial shipping lanes within the harbour and just beyond the break wall. Jury had a minimum of 2 boats on the water for all 10 races with each boat spending over 30 hours on the water. The presence of the two jury boats on every start line and at every mark helped rule compliance. No valid protests were received and 3 Requests for Redress, 2 resulting from the workings of a complicated scoring system were settled through consultation with Race Committee, Jury and Competitors. The Jury consisted of 3 IJ's (AUS, POR, NED) a GER NJ and two NED NJ's whom were on the water and would have alternated days on hearing panels. The Jury were responsible for approving equipment changes and there were around 20 of these mainly for broken masts (due to shallow water capsizes) and rudders.
