The 2017 International 420 World Championships consisted of 3 divisions namely the Open, Under 17 and Ladies Division.
The event was blessed with superb sailing conditions for nearly the entire competition from the 1st race to the final with winds almost always above the 13 knot Oscar positive range. Rule 42 enforcement was reduced and the jury spent more time observing incident prone areas of the course.
Appendix T was used resulting in 9 of the cases being settled through arbitration. The speed of handling protests through arbitration was an obvious advantage in minimising time in the Protest room.
However, a question arose about whether the Basic Principles in Racing Rules of Sailing is complied with if a boat decides to
accept a post race penalty of 30% as in Appendix T1(a&b) before a hearing. The Basic Principles in RRS calls for a boat to promptly take a penalty if she knowingly breaks a rule. However, with Appendix T, it is in a way, changing `promptly` take a penalty to `later` take an alternative penalty for knowingly breaking a rule of Part 2 or 31.- MASLC2
