Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
Due to a request of the class, the SIs stated that only RRS P2.1 applied, and that all penalties taken on the water were a one-turn-penalty. In addition, due to the fact, that arbitration was not possible for certain reasons, it was implemented in the SIs that for infringements of a part 2 rule any boat was entitled to take a 30% penalty at all times before a hearing, provided the other party agreed. This system was much appreciated by the sailors and the coaches. There was a problem with the scoring due to unexpected effects of a provision stated in the SIs: the qualification series was rescored for the finals and the system of the rescoring produced for the Bronze fleet a provisional result, that was unanimously felt unfair. Finally, the system could be adjustet. The class will take care of this for future events. In respect of RRS 42, the boats were very disciplined!
