We had a Sonar Boat prepared to be controled by two helmsman, one in the middle with a handle device and another in the stern steering with two tiller extensions as an adaptation to the helmsman dissability, for safety reasons. Under IFDS and Class rules there are no rules broken.
We flaged a 2.4 boat for breaking rule 42.2 (a), was repeated fanning of the jib by pulling and releasing the tack line at time when surfing or planning was not posible.
The event PRO changed the protest time limit in the RRS and the limit recommended in the Appendix LE (SI Guide) to one protest time limit for all three racing areas, at the discretion of the PRO. Also instead of using the notice board to inform competitors of the protest time limits, he decided to use flag B to signal both the beginning and the end of protest time. The result was that when some racing areas finished earlier then others, the sailors had to wait an additional time, sometimes up to two hours, to learn if they were involved in a protest. The practice became a very unpopular issue on one day, when the PRO signaled the begining of the protest time period, by displaying the B flag, more than 2 hours after the last boat arrived ashore to keep the sailors in the boat park in order to attend the daily prize giving. In this case, the disabled sailors had to stay in the boat park for between three and five hours.
The chairman of the jury and the IFDS technical delegate asked, and the PRO to change the policy and the PRO refused saying it was more important to have the sailors at the social event then release them to change and return to the boat park for the daily awards ceremony . With only two days left in the racing, the jury chair and TD decided not to make an public issue and let the procedure continue.
