Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The Principal Race Officer for this event was hampered by insufficient number of experienced support personal and by the equipment provided by the host club. Thus resulted in one race being abandoned and delays in resetting the course early in the event. The jury provided some direct on-water assistance to the race committee to help address these issues, accepting the risk of conflict of interest in return for better service to the competitors. In the Open NAs, an OCS competitor under a rule 30.4 start was posted BFD on the basis of a partial sighting (sail number and colour, but no national sail letters), but the principal race officer then determined that there was ambiguity with two boats with the same sail number, colour, but different national sail letters, and removed the boat from the BFD posting and scored her in her finishing position. Another boat requested redress arguing that the score of BFD should stand. The jury found that the original, inadequate identification of the OCS boat was an improper action, and that reinstatement was a required action under rule 90.3(c), and thus proper. Redress was denied. The jury noted that action against the OCS boat would have required a protest, which the jury could not do under rule 60.3(a). The protestor was unhappy with the decision primarily because it affected country qualifications for the Pan American games. - CANRS1
