-- The OA formed an International Jury for this national games regatta in order to avoid any perception of regional bias. This meant everything except the International Jury activity, forms and communication was in Korean - the language of all the competitors and organizers. The resulting system was satisfactory, but more thought in planning electronic and internet capabilities will improve communication in the future.
-- Appendix P penalties changed making all second and subsequent penalties P2.2.
-- The jury was split on the appropriate penalty when a boat did not do turns after clearly breaking rule 10 with contact without damage just prior to the start. Some wanted a rule 10 and 14 DSQ, some a rule 10, 14 and 2 DSQ, some a rule 10, 14 and 2 DNE. The skipper was recalled and asked if he knew he there had been contact and he had broken rule 10. He answered, 'Yes, because a boat to leeward had forced him head-to-wind and onto port.' He was then asked why he had not protested the leeward boat. 'Because the boat was not near me in the regatta ranking so I didn't bother to protest.' This satisfied the jury that the skipper had knowingly broken a rule and chose not to take a penalty.
