The "Bolivarian Beach Games" is an event where medals are awarded for third, second and first place, with a big ceremony, anthem, etc. Is not only a continental event where individuals come, while representing their country: here, a full national team comes to the event, and the athletes wear national clothes, with flags in their sails, etc, like the Olympics, and is considered as a major event for the MNA's. One of the differences with the Olympics, is that entries per country allows up to 3 competitors for each category (ie: 3 for Laser Class, 3 for Sunfish, etc). Despite that allowance, some countries only registered 1 competitor per class. With this scenario, the probability of the unfair practice of "team racing" increased. Even though the Jury was prepared for that, and even told so to the coaches on the meetings, there were 2 protests from 2 teams (3 competitors each on that class) accusing the other of "Team Racing". Both protests were dismissed, after the testimony of the witnesses and judges. I understand the Organisers need of having more competitors, but as some countries have more resources than others there is always the chance of losing the balance by some of them sending a full team while others cannot. And,in the quest for medals, some teams may decide to try and risk using this unfair tactics to secure them. As normally the judges cannot cover the whole racecourse, at some point on other events it will not be possible to positively prove the use-not use of this tactics, causing discomfort on parties, organisers, nations, and public. In our case, and with the Judges testimony, it was proved that these tactics were not used, but that may not be the case in the future. Also, only protesting one team of using "Team Racing tactics" is uncomfortable, and some may think that they can use this as a psi weapon, even if they cannot prove it.

Bottom line: to avoid this unwanted scenario I described above, my suggestion is to allow only 1 competitor per country for each modality, and create a new modality: Mixed Team Racing. Using 1 competitor of each individual class (ie for this games: from 1 laser open, 1 laser women, 1 sunfish open 1 sunfish woman), thus allowing all countries to participate (even those with 1 competitor per modality), and allowing the competitors to use their team racing skills where they can properly use it. Using the same competitors that are already there, means that there is not any additional funding needed by the countries. Maybe the OA will have to work more on organising the schedule, racecourse, training and finding qualified umpires, but a 4 vs 4 Mixed Team Racing (or 3 vs 3, or even 2 vs 2 ) in the Laser class is perfectly achievable, with the plus of having another event with the same competitors that can win more than one medal in a team effort ( like swimming, running, etc).
