Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The RC protested a boat after the measurer found that 6 lead pigs, each weighing around 18kg were not affixed. In arriving to what penalty DPI the boat ought to be given 25% the Jury took similar safety related DPIs used in ISAF World Sailing tour and other major events. This changed the offending boats result from 1 to 5 place. The boat reacted by pulling out of the regatta. Pity.
With prior agreement with the competitors the IJ started hearing before the scheduled time. After interviewing several sailors it transpired that this move was welcomed since waiting time was reduced.
The SI, like many stated that A boat that fails to start within 4 minutes of her starting signal will be scored DNS. This was fine for all races, except for the Long Didtance start where in light conditions and adverse current boats got over the line just in time. It is advisable to make an exception to this instruction and hence to read Except for the start of the Long Distance race....ect.
Arbitration system was made available however only one protest initially went to arbitration which ended up in a hearing.
One of the IJ members worked on the ISAF Classification code, which, I must say has come a long way. I understand that less than a handful of sailors were not content or rather not amused by this. My thought during the week and after was that very possibly, if one of those sailors appeared in front of the IJ I wonder if they would have no objection to that particular IJ sitting on the panel. Even if we believe that there are no grounds, could a sailor claim a conflict of interest and what would a body like CAS think ?
In approving Crew changes we found that two boats wanted to change crew they never had on board,on paper. Issues resolved, maybe in future events where crew weight is pivitol each and every crew member ought to be weighed and listed before duly completing registration.
In case of emergency, which is a possibilty the OA would know exactly who is on board.
The OA made excellent RIBS available for the IJ. We went afloat daily and in all honesty at times I wondered why we were out. Not one incident we witnessed came to the Jury. It is good to watch and get an idea of how the boats were sailing in the particular sea and wind conditions but more than that our presence afloat was of hardly any help to the sailors or the event.
Otherwise, a great week generously hosted excellent Jury rooms and acommodation good enough for a Pope, in fact the Pope stayed in the same place as we did.
