The event was run off the beach adjacent to Warnemünde. On the first day of racing, there were serious safety issues with surfers who could not manage the waves and undercurrent. The OA changed and increased the safety for competitors by providing additional material (among which a jet-ski) and personal on the water and beach the next day. However, the skill of the volunteers on the safety-boats needs to be improved with some practical training on how to handle boards in heavy wave - and wind conditions.
The incentive to accept arbitration was increased by using not only the 30% penalty but also to allow a penalty of 50% of the difference between actual sailed score and DNF, whichever was lower. So that competitors at the last third of the fleet would have some benefit from accepting the opinion of the arbiter.
We had good contact and cooperation with the Race Committee. And good contact with the sailors by being available on the beach before, during and after racing to solve questions, administer arbitration straight after racing and do 3-panel protests if needed.
