Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
(1) The wind was at most times more than 12 knots, so the boats were planning or foiling. No issues with rule 42 on the water. (2) The initial SI from the class PRO included in SI 1, Rules: “The Class Race Management Guidelines will also apply.” This was used for the 2019 Worlds in Auckland. Under the RRS definition rule (g), this makes the guidelines become rules. It is common to see a statement on the WS Race Management Guidelines stating that “Failure to observe these guidelines are not grounds for redress.” This statement or similar words to that effect is however not stated in the 49er, 49erFX or Nacra17 Class Race Management Guidelines. The Jury managed to explain the potentially undesirable situation to the Class PRO who agreed to delete that sentence in the SI. (3) The SP used by the RC for the 2019 Worlds in Auckland was a money penalty: A payment of 20 AUD for each SP breach which would go to charity. The PRO agreed to change the SP list to a standard 1-point penalty as practised at WS events. - SGPJN1
