Sailing Instructions employed the use of a virtual mark. This mark was described with the name of a nearby fixed government mark but with separate coordinates. This engendered some confusion with the main and jib class who ultimately rounded both marks, resulting in a redress request as well as a protest by the Race Committee under RRS 28. Upon discussing the protest in particular, it was noyed that taken ver batum, the definition of a Mark (which cannot be changed by Sailing Instructions) does not permit the use of virtual marks. comments? - USATR23
