This is a offshore race with hearing by email during the race.
A lot of case for seals broken accidentaly during the race. The SI provided a simple process for this protest type: if the technical committee certified that it was accidental, the jury proposed a standard penalty without hearing.
We used an appendix including a penalty guidlines and penalties table with 3 ranges to facilitate the decision.
