THIS SECTION MAY BE COMPLETED BY ANY JURY MEMBER
Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The description of the course for the Long Offshore Race included some forbidden areas that the boats could not sail in as these are protected natural zones. The penalty for a breach of that SI was a DSQ by the RC without a hearing.

The RC observed a number of boats breaking that SI while racing. When they returned ashore, the RC called these boats and explained them the situation and the penalty. Some of the boats retired from the race while some others were DSQ and requested redress. All these requests for redress were found to be invalid as they had been lodged hours or even days after the time limit had expired and the jury could not find any reason to extend the time. This situation caused discomfort to these boats and had a strong effect in the results as the Long Offshore Race was not excludible. During the first skippers meeting the jury called the skippers’ attention to the time limits to request a hearing and the procedure to do it, which was included in the SI.

It is also worth to highlight that there was only one hearing involving the technical committee but was because of a minor error happened in the pre-event measurement checks.

Both, Alfredo Ricci (PRO) and Arianne Mainemare (IRO) did an outstanding job running their racing areas and the organisation lead by Porto Cervo Yacht Club was perfect and very much appreciated by the competitors.
