The international jury worked with the OA to develop a discretionary penalty system for all rule breaches. For safety the race used the Alternative Starting Penalty DR21-01. A report to the jury alleging a competitor’s misconduct in the line-up for BDA immigration prior to the race was found to be true in a rule 69 hearing. The competitor did not sail the race. A report was submitted to the competitor’s MNA and to the Bermuda Race Organizing Authority. - CANAB17
