Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The first 2 days of the regatta were incumbered by light breeze and fog (1st) and strong winds (2nd). The decision was made to cancel races except on day 2 where it was possible to sail some races for IQ Foils. The third day provided a steady breeze up to 14 knots, which allowed to secure all races planed for all fleets. The jury had 3 RIBS and a hard side to support Appendix P. The Course C (iQFOiL and Formula Kites) requested no coverage. 3 boats were assigned to Course A (ILCA’s) and 1 to Course B (49er & 470’s). Course A and B were within close proximity allowing judges to change course assignments if necessary. In order to ensure full compliance with Appendix N the core was composed of 3 IJ’s all from different MNA’s and a NJ from a fourth MNA. Only one IJ was from the USA. There were 4 USA NJ’s allowing the 5th member of the Jury be one of the USA -NJ’s providing experience. The panels worked well together. All hearings were professional.
