The four national judges who were part of the International Jury all requested IJ references for this event. There was a strong and enforced emphasis on safety, especially since this is a youth event. We had numerous support person hearings due to non-compliance with respect to wearing a kill-Cord whilst operating a RIB with the engine running. There was one support person hearing which has resulted in a safety report being considered sending to World Sailing detailing the incident, which subsequently led to a RRS69 investigation. The incident is detailed below: Before the start of racing a coach boat came through the fleet at high speeds and close to the committee boat which was surrounded by the optimist fleet (during a postponement). The coach was seen without a kill cord attached to him nor was he wearing a PFD, at this time he was asked to wear his kill cord and PFD. This coach was then seen by a second judge later still not wearing the kill cord with the engine still running and in gear. All coaches were warned that they need to wear their kill cord at all times on the water when their engines are running at the coaches briefing on the first day by the PRO and Jury Chairman. This was emphasised at the coaches meeting due to a local death in the area and the World Sailing published hearing from SOF. - GBRSP19
