If an organizing authority or race committee wants for safety reasons to prevent a boat that was on the pre-start side of the starting line and is OCS from returning to start (by invoking World Sailing Development Rule DR21-01, Alternative Starting Penalty), it may be helpful to be aware of a situation in this race (which invoked the rule) which did not achieve that.
A start was postponed but some boats presumably were not aware of that and started at the pre-postponement start time, before the time in development rule start (b), which for this race was 60 seconds. On realising their mistake they returned and started correctly in accordance with development rule start (a). Because they did not cross the starting line from the pre-start side to the course side during the last 60 seconds before the starting signal they were not prevented from returning to start.
