Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The SI provided for discretionary penalties for a breach of the sign out and sign in procedure. On the first racing day there were 8 protests for not signing out and or signing in, all of which needed individual hearings. The SI was then changed to allow for a standard penalty imposed by the RC.
With 3 big classes and 2 race courses, challenging conditions in a bay and alternating racing areas for the classes each day, the sailors really got to prove their skills over the championships.
2 clubs were co-hosting the event and this lead to some interesting logistical challenges, that were resolved in a satisfactory way. Both clubs were very welcoming, friendly and professional.
The jury boats initially given were not suitable for the event and the OA really made an effort to find better boats. Some boats were replaced, but unfortunately they could not find replacements for all.
With 7 fleets and 5 (some too small) jury boats, rule 42 coverage of the fleets was less than ideal but as good as it could be.
RC and jury worked well together in the best interest of the event.
With the class measurer and the class representative on the jury, it was at times impossible to set up 2 full panels for hearings and rule N1.4 was applied at occasions when the jury had then fewer than 10 members.
