The SIs made the jury the approval authority for substitutions for damagaed or lost equipment. This should have been the RC, of whom the measuerer was part. It proved awkward in one case where a competitor requested redress over a refusal of a request, so that the jury was considering redress of a jury decision. A recommendation will be made to the class to have this authority in the Race Committee in future events.
Discretionary penalties were applied in a Race Committee protest against competitors who failed to check in. The penalties were based on the Olympic Regatta guidelines, with penalties reduced by a band level.
The event was sailed off a beach and 3 of the 5 days of racing were lost due to high winds - the winds were not problematic per se, but generated heavy surf that made launch and recovery hazardous. Nearly 20 percent of the fleet suffered damage while launching or recovering on day 2. The Race committee wisely took this into account when postponing ashore on subsequent days.
