Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The regatta included 18 Star boats with invited skippers and crew selected for their excellence in international sailing.
The regatta was sailed under Addendum Q. The first 9 races included all 18 boats; the quarter final race had the top ten finishers; the semi-finals had the top seven of those finishers, and the final included the top four of those finishers. No points were carried forward, either from the fleet racing or from either of the quarter-finals or semi-finals to the finals. Prize money totalled $250,000.00.
Under Addendum Q the international jury used three jury boats with two judges per boat throughout the regatta. We judged the coverage of the fleet racing with eighteen boats to be comprehensive with the three jury boats. Each judge could be vigilant to different situations arising simultaneously between boats in their zone. The jury boats were on the large size, with the largest being 28 feet. Ideally, boats in the 20 to 26 foot range would be best suited for 1.2 mile beats in open water with Star boats. As the fleet size diminished, coverage of the fleet was more concentrated. For the finals, one of the three jury boat was stationed at the windward mark. The international jury was confident that it was in position to see all protests and make an appropriate response throughout the regatta. As a consequence of the format without points carried forward, there was no match racing between boats that were close in the point standings. There were only positive comments about the on the on-the-water judging from the competitors and the Organizing Authority.
The Organizing Authority, with the permission of the Star Class changed Appendix P to permit pumping, rocking and ooching in wind strengths over 6 knots when Oscar was displayed. With sustained winds above that level throughout the regatta, no observation of rule 42 was required, except for 42.2 (d) and (e).
Following the fleet racing, a competitor lodged a scoring inquiry, alleging that the boat had beaten the boat scored ahead of him. This was neither a protest nor a request for redress, which would not have been permitted under Addendum Q. Rule 90.3(c), which is new to the 2013-16 RRS gives the race committee the authority, when it determines from its own records or observations that it has scored a boat incorrectly to correct the error and make the corrected scores available to competitors. Since Addendum Q does not change or delete this rule, the international jury did bring this inquiry to the attention of the race committee who reviewed their records to determine that no error had been made.
