Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The IJ received a question in writing with regard to the AIS. The IJ also received several questions, verbally with regatd to ISAF 48.2, Traffic Separation. The IJ discussed the rule and the implications. Keeping in mind the fact that boats have to sail through the Straits of Messina possibly with a strong adverse current and no wind may cause RRS 48.2 to be easily infringed. After getting information from other Race Organisers the IJ suggested to the OA to incude in it's SI for 2014 that a breach of rule 48.2 shall not be grounds for a protest by a boat. As the boats started racing the IJ helped with drafting the ISs for the 2014 edition. The IJ were also prepared with regard to the possibility that boats upon approaching Lampedusa could come within visual contact of Ilegal immigrants. We discussed what the rules obliged a boat to do.
All boats are fitted with a transponder that allows anyone to view the progress of the race and particular boats. This resulted in one boat showing up as not having sailed the course. The RO approached the boat upon finishing and explained the situation to the helmsman. He retired and was scored RET. So much for the position treacker. Rounding the Island of Lampedua was another point of interest due to the high possibility of meeting Illegal immigrants who could possibly require assistance. Luckily, even though the weather was fair there were no sightings of these. The OA found much assistance from the Armed Forces of Malta & the Italian Coast Guard. A most spectatuclar event, a start line below the largest collection of bastion walls in Europe, a course a sailor will never forget.
