J 24 class uses scoring penalties at major events. The administration of the percentages for different breaches of rules is always a challenge. At the last day of racing it was discovered that two entries used for scoring should not be regarded, as the boats did not pass the full measurement process and therefore did not compete. Under the regatta regulations of the J 24 class such boats shall not be regarded for scoring. The results had to be changed which was a huge challenge for the used scoring programm and the scorer. Finally the jury did interfere and two members of the jury were allocated to this and solved the problem in doing the rescoring. Similar problems with scoring came up through the whole event and were solved in the same way. The jury had to interpret the meaning of the VHF communication from RC to the competitors and finally ruled that under the wording of the SIs this had to be regarded as official communication. In doing so, the jury had to reopen a case and ruled that the jury had made a significant error before in ruling that the communication was only "courtesy". Redress was granted and later the SIs were changed.
RRS 42 was not policed (though App. P applied) as the jury could not be provided with
suitable jury boats. RC had on several days difficulties to anchor properly the starting line boats, which also resulted in a number of requests for redress. Communication between the different RC boats caused later scoring difficulties, as well. RC used only one VHF-channel. Internal communication and announcements to competitors were done on the same VHF-channel.
