Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The event, The Fish and Co. National Youth Championships 2015, had 385 entries, with participants ranging from 7 to 18 years old. Titled as a National event with International flavours from 8 countries from Japan to Bulgaria. Race management coped very well running 116 races for 8 Classes in three course areas spread over 4 days, with varying winds, currents and sea states. There were fast Medal Races for all classes.
The five jury members yellow flagged: 29 1st flags, 6 2nd flags and 2 3rd flags. They heard 17 cases.

Medal race format was remodelled without the need for the two minute red flag at the end of the each race. Initially some coach boats were encroaching into the race areas, some were without identification, wrong identification or having dual identification. These incidents were reported to the RC and after meetings with the coaches and support personnel, there was a marked improvement in compliance with the guidelines. One fleet, the Optimist Silver Fleet, made up of beginning racers, started and raced the course each day, under U Flag, within themselves. Sometimes it was observed that their coaches, positioned in front of the start line, acted as marshals to keep them behind the start line during the starting sequence.
