A post race penalty of 30% was offered in the Sailing Instructions and was used by one boat. As the App. SY includes no definition of the term "overtaking", the Protest Committe published before the races a definition which was declared a policy only for this event. This was appreciated by the boats. Boats are obliged to lodge a declaration after racing which includes the report of a safety related issue. The Protest Committee studied these reports carefully and called all boats mentioned there for safety and rules clarification meetings, which were held as a round table talk. These meetings are included in the number of hearings below.
