Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The following Si was included to enable the RO to 'finish' boats that were a long way behind earlier, give them points for their position and allow them to return to the starting area to reduce time between races.
15.2 Alternative Finish Line
After the first boat has finished, the race committee may set alternative finishing lines as follows:
(a) When a committee boat displays flag W with two sounds, boats that have not yet rounded the nearby mark shall finish between this mark and the staff on the boat displaying flag W.
(b) When flag W is displayed near a mark that ends multiple legs of the course, separate finish lines exist and separate finishing orders will be recorded for each of these lines.
(c) When a boat finishes in accordance with this instruction, she shall be awarded a finishing place after all boats that have passed the nearby mark ahead of her before flag W was displayed.
(d) Boats that have passed the mark before flag W is displayed, and have not retired from the race, but subsequently fail to finish, shall be awarded the average of the points for places available to them had they finished. This changes RRS A4.2.
(e) The times specified in SI 17 will apply also at every flag W finish line defined by SI 15.2 (a).

Before the start of the event the RC removed the word 'After the first boat has finished'

Whilst there were no problems during the event the Jury was concerned with the use of the words 'Alternate finish' as in theory when the first boat was 'W' flagged the boat was 'finished' and this theoretically started the time limit.

To address this for future events the RC and Jury worked together throughout the week to develop wording to try to achieve the objectives and remove any possible rule compliations.

The following is the new suggested wording:
1.1 When flag ?W? is displayed to a boat the boat will be scored points equivalent to its position in the race at that time.
1.2 After ?W? has been displayed to a boat any boat that has progressed further down the course will be scored points fewer than a boat to whom W has been displayed.
1.3 Should the RC be unable to determine the actual position of boats they will be awarded the average of possible points available to them.
This changes appendix A4 and A5.




Race management team, led by Peter Saxton, did an excellent job and provided race management of a very high standard.
Start lines were excellent and for a fleet of this size the number of general recalls was minimal.
