Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
This was a large jury of 24; 18 IJ's and 6 NJ's from 13 different MNAs. The jury was very busy with informational meetings each morning where expert presentations were made in order to unify the quality of jury decisions, and unify procedural issues. Case discussions, 42 interpretations, redress issues, regulation 35 changes, significant hearings from the previous day, and Addendum Q racing were addressed. Training was also conducted each morning for the six NJ's on the jury. Morning meetings were followed by the entire jury being on the water for rule 42. Post-racing work was arbitration and 3 separate properly constituted IJ panels hearing cases. Two 69 reports were received, both of which when investigated were found not to rise to the level of holding a rule 69 hearing. The jury trialed a new website racingrulesofsailing.org for organizing the 37 regatta jury documents, and 24 different class rule documents. This web-based site was available on-line, in the jury office, and hearing rooms for all judges to access at any time. It proved to be an excellent organizational tool. In addition the jury communicated with each other and as a group over their personal mobile phones via WhatsApp for schedule changes, protest panel needs, messages, etc.
With multiple NORs and SIs, this was a complicated event which operated very smoothly. Minimal SI amendments were required which showed excellent pre-regatta organization by the OA and RC. Mercurial weather is always an issue at this event and the RC worked tirelessly to get fair racing for the many courses. Only 1 request for redress for OCS was granted. That request was made by the RC on behalf of the competitor. The competitor expressed respect and appreciation to the RC for that request. Congestion at two of the launch ramps was an issue on two days, but the RC staggered the Delta flags and the OA organized marshals to help expedite the launching process. The RC and jury worked well and closely on several issues. The OA and RC 45-minute morning meetings were well organized, informative and productive. Excellent event!
