A competitor was penalized a third time under Appendix P1 for a breach of rule 42, but he did not retire promptly. When he raced in the remaining races in the series the protest committee proceeded with hearing under rule 69.
For judging RRS 42 on the water, Japanese law required that a person holding a Japanese license to operate a small powerboat be aboard. We accomplished this by including a Japanese IJ or NO on each boat, sometimes having three judges aboard.
The Enoshima venue which was used for the 1964 Tokyo Olympic Games was well-equipped to run this event. - CANAB17
