There were excellent winds and race organization and great racing as usual in Boracay.

The jury for this event is normally three IJ's and sailors from the fleet who are progressing with judging knowledge (who are not interested parties). This year a person claiming to have served on a number of Asian Juries persuaded the organizer to pay his airfare and accommodation at the event and appoint him to the jury. Before racing started, the chairman was warned by another jury member that this person had already been removed from the panel at one event as he had no qualification to be a jury member. The chairman therefore gave him a short test on rules knowledge, and after sharing the results with the three IJs it was concluded that he was not qualified to sit on a panel, and asked for his removal, but offered that he be an observer if he wished. His place was taken by a properly qualified sailor. Events are warned that such persons are around, and to check panel member qualifications before spending money on their trip. - HKGTS1
