The event used an amended Appendix T with an additional T5: „T5 WHEN A POST-RACE PENALTY IS EXCEPTED When a Post-Race Penalty is accepted: (a) Neither the boat nor a protest committee may then revoke or remove the penalty. (b) The boat shall not be penalized further in a protest hearing when the protest committee decides that the post-race penalty was appropriate to the facts found and the applicable rules” Sailors accepted arbitration very well, still it was obvious that a high number of the sailors (and coaches as well) has not yet made any experience with arbitration. The optimist class was run with five fleets on an IODA course. The race officer responsible for the course had a lot of problems to set up a starting line that was accepted by the sailors as equal resulting in a lot of postponements and general recalls. The SI included a mark 1 time limit of 20 minutes. On the third day of racing all fleets took more time to reach mark 1 in races 2 and 3 of the day. In race 4 of the day it took the first boat of the gold fleet more than 25 minutes to reach mark 1 as the wind had dropped significantly and the course had been shortened already. Racing for the other four fleets was abandoned and the first boat of the gold fleet drifted through the finish line after one hour. After consulting with the PRO and the jury the race officer decided to abandon the race ashore as there were to requests for redress concerning the mark 1 time limit. On the last day of racing the race officer decided to have four races for the gold fleet. The NoR and the SI included a schedule stipulating three races for the last day. There was no change to the SI or NoR posted and after race 4 of the day there was another request for redress concerning the qualification for the Optimist World Championships that could be resolved by the jury. - GERTH8
