- Many power boat users were not using Kill Cords. As fellow power boat users on the Race Course, the jury members politely reminded people to use them. This is an important safety issue: WS, possibly in conjunction with manufacturers and the industry, should consider a worldwide promotion of the importance of using of Kill Cords. - Several competitors lodged protests that were not required as the protestee had completed an alternative penalty (meeting the requirements of RRS 44.1 (b)) and completed a Declaration. They claimed that their insurance company required this. These hearings and the subsequent time taken to write up the cases was an unnecessary use of the jury. It could be that WS issue a policy stating that juries are not to be held responsible for conducting processes purely to meet insurance company requirements. - Flags were used by the RC for signaling changes of course; these prove to be next to useless when displayed downwind of a leeward mark. WS should advise that only boards are used to make course changes and signals associated with RRS Appendix P made after the start. - There is a lot of variance between classes who change RRS 42 as to when those changes start to apply when IC Flag O is displayed. The Europe Class, for example, states that the change applies (under CR 4.2 (a)) from '...... after the starting signal ......' whereas the Contender Class states (under CR 22) that the change applies '..... after starting ........'. Classes under WS jurisdiction should be required to make those changes comply to a template that avoids these variations, and other classes should be encouraged to adopt this template. - GBREM1
