One day was lost because of Penghu's famous strong winds, and junior sailors found it difficult to sail on two other days. The race officer had to take a decision on safety and fairness before cancelling racing. There are a number of variables which contribute to a decision not to race when winds are strong (if the class does not specify a maximum wind speed) it would be helpful if more guidance were given in the Race Management Manual.
Sailors were more concerned with keeping upright than in protesting, so the Jury had no work at this event! - HKGTS1
