THIS SECTION MAY BE COMPLETED BY ANY JURY MEMBER
Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
Jury acted under N1.5 as one IJ was not able to come due to ill health. At the beginning of the event there was a major measurement issue with the length of the boom of many boats being too short to comply with the class rules. In the view of some parties, the class rule does not allow for competitors to change their equipment from how it is supplied, but the sole supplier had delivered many booms not conforming to the class rule. Shorter booms have benefits during manoeuvres in this class. After some discussion between international class, measurer and jury, a solution was found which allowed the competitors to modify the length of the boom within the strict one-design rules. Appendix T was applied and most boat/boat protests were solved in arbitration. The SI prescribed two notice boards and two jury desks at different clubs, which made receiving and posting protests in time challenging at times. Slack was used for jury communications and helped communicating between the two jury desks. For arbitration hearings the jury decided after a discussion that in case a member of the jury was witness to the incident, this judge would do the arbitration. - GERPS1
