Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
All hearings were handled by one of 3 N1.4(b) judge panels. Panel members were rotated and panel chairmen were changed through out the event.
The Appendix P pairs and boat teams were rotated through the event to help insure uniformity of calls. Appendix P2.3 was not used

The Jury questioned the words "promptly retire" as applied to a boat that got the second penalty prior to finishing but was not or could not be properly notified until after finishing.

For an "on the course" P1.2 penalty it is very easy to "promptly retire" by sailing off the course and, presumably, be scored DNF for that race. After finishing it requires the boat to request that it be given a score of RAF at a time when RC does not want to be bothered.

Can a boat "promptly retire" by:
Reporting the RAF after a period of time when the finish boat was not too busy?
Reporting the RAF to an on the water judge when one was around?
Reporting the RAF to the Jury desk?
The Jury consensus (not 100%) was that all of the above would work if it was the "at the first reasonable opportunity"
