Addendum Q: The lack of a significant difference between a penalty taken voluntarily by a competitor and one given by an umpire means there is no incentive designed into the rule to encourage a competitor to act quickly after an incident rather then wait, and hope, for a more favorable an umpire decision.

Additionally, it was difficult to agree on what would bring an umpire to conclude when a boat broke rule 2 by knowing she had broke a rule but waiting for an umpire decision. In practice, the rule design encourages a competitor to immediately counter protest and avoid giving an umpire the opportunity conclude she should receive a second penalty.

Since the medal race courses are windward-leewards, as in Match Racing, it is recommended that the voluntary penalty be reduced to the "Match Race-270 turn" penalty while the umpire imposed penalty remain a 1-Turn penalty.

The Medal Race was judged using the latest version of Addendum Q. That version, which changes the penalty for a Appendix P to the Addendum red flag (1-turn) penalty for the medal race, was well received.

Medal Race Fleet Size: The Medal Race fleets consisted of the top 5 boats rather then top 10. With the maximum number of points to only 10 in the final race, many class results and medals were determined before the medal race. Consideration of increasing the multiplier to 3x should be given for future "Small Fleet" Medal Race events.

In a request for redress submited by two board sailors alleging that the RC did not abandon the race after the 15 minute time limit to the first windward mark has expired was rejected by the International Jury on the ground that this action did not make the sailors scores worst.
