Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
(1) General Very good venue location and superb organisation of the event and hosting by the Royal Queensland Yacht Squadron (RQYS). Good working relationships between the club, class representatives, race management team, technical committee and volunteers. (2) Rule Questions and Answers In response to a written question from a competitor, the Jury posted an official answer that a GPS is not allowed under the Etchells class rules. Action cameras with a built-in GPS mounted onboard a boat whilst racing was not allowed. (3) Redress The Race Committee decided to shorten the course and subsequently decided to abandon the race. Several boats requested redress arguing that the word “or” in RRS 32.1, meant that the Race Committee cannot abandon a race when the course has already been shortened. Redress was not given. (4) RRS 69 Two allegations for a breach of RRS 69.1(a) were made for the use of foul or abusive language that causes or may cause offence. Certain language may be common in some countries or considered as common by competitors but are foul or abusive for other competitors, who come from different countries. For the first report, the Jury was comfortably satisfied that the use of foul language occurred. The Jury proceeded under the World Sailing Misconduct Guidance and gave a scoring penalty of 50% of the score on the race that the breach occurred. The second report was made on the last day just prior to prize giving. The Jury heard the crew and the helm who reported the allegations. The Jury decided to proceed under RRS 69.2(k) as members of the Jury had to leave the event for the airport and the Jury would no longer be properly constituted under Appendix N. - SINJN2
